The objectives
of the Head Start Program are to provide comprehensive health, educational,
nutritional, social and other services primarily to economically disadvantaged
preschool children and their families, and to involve parents in activities with
their children so that the children will attain overall social competence.
Parents also participate in various decision making processes related to the
operation of the program. Transportation is available for children if
parents are working or enrolled in school.
CHILD NUTRITION PROGRAM- Provides nutritional meals ( breakfast, lunch, and snack) for Head Start and Child Care children enrolled.
CSBG ( Community Services Block Grant)-

The CAP contracts with the Arkansas Department of Human
Services office Community Services to ( 1) provide services having a measurable
impact on causes of poverty in a community ; (2) Assist low-income persons to
secure or retain employment, attain and adequate education, make better use of
available income, obtain emergency assistance through loans or grants to meet
urgent needs, achieve self-sufficiency, achieve greater participation in
community affairs, and make more effective use of other programs related to
purposes of the block grant: (3) Provide or arrange for emergency supplies,
services, and food to prevent starvation and malnutrition among the poor; ( 4)
Establish linkages between governmental and other social services programs to
assure effective delivery of services to low-income persons; and (5) Encourage
use of private sector entities in the community to eliminate poverty.
LI-HEAP- (Low-Income Home
Energy Assistance Program) Provides assistance to eligible households to meet the
cost of home energy. Direct payments are made to energy suppliers on behalf of
eligible clients to offset high energy costs. This program provides two
types of financial assistance.
Regular Assistance: Assistance benefit available for households
which meet the HEAP eligibility criteria with the amount of assistance
determined by (1) temperature region ( applicable to winter program only); (2)
household income; and (3) household size.
CIP Assistance benefit available for eligible households to
assist with home energy related crisis situations.
EMERGENCY FOOD & SHELTER PROGRAM
This program is implemented to supplement and extend current
available resources to assist with the purchase of food, utilities, and shelter.
Assistance is limited to a one-time service on food and /or shelter assistance
for individuals who meet emergency guidelines.
WEATHERIZATION PROGRAM

The objective of the Weatherization Assistance Program (WAP) for
the low and very low-income person is to conserve energy costs on low-income
people, primarily the elderly and handicapped, through the installation of
energy conserving measures in their dwelling.
SEACAC FOOD BANK

The Food Bank provides donated food, paper products, cleaning supplies, personal
care products, and household items to tax exempt organizations and churches in
Southeast Arkansas. As a satellite of the Arkansas Food Bank, the Food
Bank operates under the regulation of the Second Harvest National Network of
Food Banks. The operation cost is paid from donations, grants, shared
maintenance fee, and the use of volunteers.
FOOD BANK AGENCIES
Participation agencies are local food pantries, homeless
shelters, senior citizen centers, day care centers, halfway houses, homes for
the mentally and physically challenged, Salvation Army, and church pantries.
Every participation agency must agree to provide the food to the needy at no
charge, and be inspected by trained Food Bank personnel in addition to local and
state health officials.
EMERGENCY FOOD ASSISTANCE PROGRAM ( Commodities)
A program which provides USDA donated foods to needy households
to help relieve situations of emergency or provide supplemental food assistance.
The foods include any items made available by the U.S. Department of
Agriculture. Income guidelines must be met.
SINGLE PARENT SCHOLARSHIP
Southeast Arkansas Community Action Corporation administers
the program in Bradley County. Local committees solicit donations which
are matched up to $4,000 per county per year. The County Committees awards
scholarships to eligible single parents to improve their education and skills
